Mission Statement
The mission of the Department of Public Works is to provide high quality streets, water, and sewer services to the community, while maintaining the safety and well-being of our citizens and employees.
Our mission includes the following department priorities, services, and safety standards that are an integral part of conducting business:

The Department of Public Works is responsible for street maintenance, including repair of potholes, resurfacing, sidewalk and curb replacement, snow removal, grading of dirt streets and alleyways, traffic signs and markings, street sweeping, storm drainage and airport maintenance. Also, the Department identifies long-term water supply requirements, inspects water and sewer lines, repair water and sewer main breaks, and treats wastewater to State and Federal Standards.
The Public Works and Utilities Department of the City of Monte Vista provides a diverse range of important services to the community.
These services include:
- Maintaining City streets, drainage, and storm sewer systems
- Operating the City’s water and sewer systems
- Assuring an adequate supply of water for current and future needs of the community
- Plowing and removing snow and ice, during the winter season, from the City’s major arterial streets and residential streets when necessary
In addition, the Department provides vehicle and equipment maintenance services for all other City departments. We also implement and administer the City’s Master Infrastructure Plan (MIP) and Capital Improvement Program (CIP).

Street Division
The Street Maintenance Division is responsible for a wide variety of activities that keep the City’s streets safe, clean, and functional in all kinds of weather:
Some of these activities include:
- Repair damaged asphalt and fix potholes
- Minor asphalt overlays and crack sealing in the summer months
- Maintain clear and concise pavement markings
- Provide and maintain uniform/understandable signs
- Clean, repair, and maintain the City’s storm drainage system, and construct minor improvements as needed to assure adequate year around drainage of storm water
- Maintain 30 miles of paved and gravel roads
- Apply non-toxic calcium chloride on all dirt roads to reduce dust
- Maintain the sidewalk, curb and gutter replacement program
- Maintain the street sweeping program
- During snow season, street crews respond to snow and ice storms twenty-four hours a day to ensure safe and passable roadways

Water and Sewer Maintenance Division
The division ensures 30 miles of water lines and 30 miles of sewer lines are maintained in good working order. The Water and Sewer Maintenance Division also:
- Responds to emergencies at any time of day or night, regardless of weather, to ensure the health and safety of residents
- Maintains fire hydrants in good working order
- Read water meters for billing purposes
- Shuts water off for repairs, emergencies, and non-payments
- Install water mains and water taps
- Takes samples of water for compliance issues with the State on monthly basis
- Responds to emergency excavations and residential excavation requests
- Routinely flushes with high pressure water to remove sediment, grease, and other debris that might obstruct the pipe and possibly cause a backup into homes
- Install new sewer mains and replaces old mains as needed.

Wastewater Treatment Division
The two treatment plants treat between 1,000,000 and 2,500,000 gallons of wastewater daily. The Wastewater Treatment Division runs approximately 5,400 tests a year between both facilities (Vet’s and Henderson) for compliance with State and EPA Regulations. They also do maintenance on all the facilities and repairs as needed.

The Shop Maintenance Division provides repair and maintenance services for all City vehicles and equipment.
