Mission Statement
The Mission of the City Clerk’s Office is to provide quality support and assistance to the City Council and the citizens of Monte Vista. Our mission includes a courteous, service oriented team of professionals joining hands in partnership with the community and council. We are committed to innovative processes, information management, and continued preservation of the City’s history.
Responsibilities of the City Clerk’s office include the following:
- City Council Recording Secretary
- Prepares City Council Agendas, records all City Council meetings, and the preparation and retention of official City Council minutes, ordinances, and resolutions
- Election Administration
- Coordinates with Rio Grande County Clerk’s office all city regular elections and special elections
- Verifies for sufficiency citizen initiated recalls, initiatives, and referendums as they are submitted to the City Clerk
- Records Manager
- Maintains the official files for the City and is the Records Manager
- Responsible for researching and providing copies of official actions of the City at the request of citizens and other city departments
- Municipal Code
- Maintains the City Code
- Updates City Code as Ordinances are approved
- Licensing
- Licenses and regulates holders of liquor, special event liquor or beer permits, contractor’s licenses, city sales tax licenses, and vendor registrations
- Public Notification
- Responsible for the timely publishing and, when required, posting of all legal notices in the City’s official newspaper, including first and second reading of ordinances.
- Municipal Court
- Responsible for Municipal Court clerical duties including all paperwork necessary in the recording and court preparation of each case, taking and transcribing court minutes, the handling of bond money collected by the Police Department, as well as contacting attorneys in regard to trial dates. Establishes and/or maintains filing systems, controls records, etc. requiring care and discretion pertaining to confidential data and information.

When are City Council meetings held?
Regular council meetings are held the 1st and 3rd Thursday of each month, at 7:00 P.M. at City Hall, 4 Chico Camino, Monte Vista.
Can I speak to City Councilors at the meeting?
At the council meetings, there is a “Citizen Correspondence/Requests” item right after the approval of council minutes of the agenda. The public is welcome to speak at that time on any subject that is not already listed as an agenda item. Due to time restraints please limit your comments to 3 minutes if you require more time contact the City Clerk.
How do I register to vote?
You may register at the City Clerk’s office at City Hall, 4 Chico Camino, Monte Vista, Monday through Thursday, 7:30 a.m. – 5:00 p.m., and on Fridays from 7:30 a.m. – 12:00 Noon, or you may register at the Rio Grande Clerks Office, Court House, Del Norte, Colorado.

Municipal Court is held every Wednesday of each month at City Hall in the Council Chambers and begins at 8:00 am. City Hall is located at:

Cases seen in court are for misdemeanors, bench warrants, and summons/penalty assessments. Felony cases are not handled by Municipal Court.

Tickets (Penalty Assessments)
All penalty assessment tickets (associated with a dollar fine) may be paid in one of two ways. It may be paid in person at City Hall in the City Clerks Office or payments may also be mailed to the following address:

Please reference your ticket number on your check. The ticket number is located in the upper right-hand corner of your citation. You may qualify for a deferred sentence if you have a good driving record and you were cited with a non accident/injury incident.

Dog Impound
Dogs found running at large in the Monte Vista city limits may be impounded by the Monte Vista Police Department. Dogs are taken to the Animal Shelter for Monte Vista for temporary holding. The animal shelter is located at:

Owners can retrieve their dogs by paying the impound fee and providing verification of the rabies vaccination at City Hall in the City Clerks office. The animal shelter can vaccinate your pets for a fee and verification must be provided prior to the City issuing a release. Please make checks payable to City of Monte Vista. Dog Tag – verification of rabies vaccination $7.00 each calendar year
1st Offense – Dog at Large $25.00
2nd Offense – Dog at Large $50.00 in two year period
3rd or more Offense – Dog at Large $100.00 for third or more in two year period
